Wholesale Line Rental (WLR) Update

We will launch the Openreach WLR3 product by 31 December 2006. Under the Undertakings BT volunteered to seek to deliver analogue WLR equivalence by 31 December 2006, and is obliged to do so by 30 June 2007. This means BT using the WLR3 service on an equivalent basis for new supply of its retail line rental service.

Internal testing of WLR3 Analogue is underway and a number of Communications Providers that will launch with us on day one are gearing up to begin testing their systems with ours.

Work has also begun on the WLR3 ISDN2 and ISDN30 programmes, which are due for delivery in September 2007 and December 2007 respectively. Building on the Draft High Level requirements document which Openreach circulated amongst the Communications Providers some months back, the first ISDN workshop with industry was held in mid-September. Customer requirements capture work will continue for the next few months.

A WLR3 Transition Programme has been launched to move all of our customers from WLR2 to WLR3 by mid-2010. An outline of the programme and what it will mean for customers has been shared at the two main industry meetings, the WLR Commercial Group and the Fixed Service Provider Association (FSPA). In addition, a brief on the Transition Programme and what action is required will shortly be sent to all Communication Providers. Customers will then be asked to book their own time slot for Transition using an online tool.
