Wholesale Line Rental Equivalence of Inputs (WLR3) Update
As part of the BT Undertakings, Openreach is required to develop and offer Equivalence of Inputs (EOI) Wholesale Line Rental Analogue and Digital products.
The first required by date is for WLR Analogue by 30 June 2007, however BT Group has committed to delivering its new WLR3 product 6 months earlier, namely by 31 December 2006.
The WLR team has taken an open and collaborative approach to the development of WLR3 for December, with a focus on working closely with Communication Providers through regular Process Groups, IT Fora and Programme Plan Review meetings.
This consultation with customers has allowed Openreach to understand key customer issues and priorities and to collaborate with customers to come up with the most workable solution for everyone.
WLR3 development has also taken a process-led approach with a view to designing out more heavily manual processes and maximising the efficiency and degree of automation of the product, in order to improve overall customer experience. The development is progressing to plan and is on track to deliver an EOI WLR3 Analogue product on 31 December.
Recent highlights in the development plan include:
Compliance statement for Waves 1 & 2 of the programme (Fulfilment) completed
Test Strategies for all Waves (Assurance & Fulfilment) agreed and shared with CPs and initial CP testing workshops have taken place.
Communications Providers were asked to indicate their interest in launching on Day 1, 31 December 2006, by the end of June.
The WLR3 digital products – ISDN2 & ISDN30 – are due for delivery in September and December 2007 respectively. Work has begun on these developments and a draft High Level Business Requirements document is currently with industry for review.
