The report included a section on delivery of the Undertakings, which was informed by an Ofcom commissioned survey of BT Wholesale and Openreach customers. This concluded that "...the general view has been that the re-structuring of BT has been well executed and that the mechanics of equivalence have well implemented and are working well." The survey also identified a number of areas where CPs felt more should be done, which Ofcom subsequently explored in detail with BT.

As a result Openreach is now discussing with industry improvements to space allocations in exchanges and more flexible means of operating the co-mingling service. Openreach is also discussing with customers developments in traditional interface access products, has announced Ethernet product developments and is undergoing a review of product development arrangements.
