DataStream

BT will ensure the information we publish within Reference Offers for BT Wholesale Broadband ADSL DataStream product highlights any differences between the product that we sell to CPs and the same product, or similar network access, that we provide to BT downstream businesses. The aim is to provide sufficient information for customers to understand any differences between internal and external arrangements, where they exist.

In order to achieve this we are reviewing the DataStream Reference Offers (ROs) published in June 2005. 

These are:-

BT DataStream ADSL and BT's Internal Arrangements for Network Access

This document provides a brief description of the BT DataStream product and describes any differences between the product that we sell to CPs and the same product that we supply to BT’s downstream businesses. 

 

 

BT DataStream and BT IPStream ADSL Virtual Paths and BT's Internal Arrangements for Network Access

This document describes any differences between the DataStream product that we sell to CPs and the similar network access that we provide to our downstream businesses as a component of the BT Wholesale Broadband ADSL IPStream product. 

The document also positions the DataStream and IPStream products in relation to each other with respect to the ATM Network components.  That is, a comparison of the DataStream Virtual Path component of the BT DataStream product to the comparable network component that BT provides to itself in the IPStream Virtual Path. 

The document provides additional information to help understanding but it is only the ATM components that are comparable. It does not mean that IPStream is a comparable product to DataStream.

What is changing under TSR?

Apart from the general organisational changes required under TSR, there have been no specific changes to the DataStream product range itself. 

How has the work been undertaken?

Between 15th September and 21st October 2005, BT consulted with industry to seek their views on the content of the current ROs.  The feedback will give DataStream customers the opportunity to gain further clarity around how DataStream or network components of DataStream are provided internally and BT the opportunity to improve the current ROs. 

We are currently reviewing customer feedback and revising the ROs which will then be published by 22nd December 2005.  We will respond to all customers who provided feedback by mid December. 

Who will be affected by the changes?

These improved ROs will be of most interest to those wholesale customers who buy DataStream in that we believe the improved ROs will demonstrate that we treat them fairly in comparison with our own internal arrangements.  The wider impact is that we will also be demonstrating to a wider audience our commitment to meeting both the letter and spirit of the TSR.

What will the customers see as being different?

The key specific difference will be the improved ROs which will be published on the DataStream site within www.btwholesale.com.

What will the benefits be for customers?

Apart from containing specific information and examples of how we provide comparable products to ourselves, the RO contains links to a number of websites and documents which provide significant detail on our internal arrangements.  This enables them to understand any key differences and provides them with sufficient information to raise informed questions and issues should they have any.

Will customers need to do anything to prepare for these changes?

No specific action is needed from customers – we will inform them when updated versions of the ROs are published and let them know where they can find the relevant documentation. 

What are the key dates you are working towards?

The key date is 22nd December 2005 when the refreshed ROs will be published.  These dates do not represent the end of the process, however.  The ROs are living documents and will be kept under ongoing review.

Building Confidence

The ROs contain a considerable amount of detailed information on, processes, timescales etc which, we believe, identifies key differences and helps CPs to understand the potential impact. 

In terms of performance measurement, a comprehensive set of DataStream Key Performance Indicators is produced quarterly to measure performance at a detailed level.
