Transparency
BT is improving the transparency it provides to industry on its regulated products to demonstrate that it is not disadvantaging industry compared to its own downstream businesses. Specific programmes, including consultation on Reference Offers for DataStream and Partial Private Circuits (PPCs), are helping BT to address customer issues around these services, as well as Carrier Pre-Select (CPS).
BT is improving the transparency around PPCs by extending and improving the published PPC Reference Offer (RO) to provide greater visibility on the way in which we provide service to other parts of BT.
BT will ensure the information we publish within Reference Offers for BT Wholesale Broadband ADSL DataStream product highlights any differences between the product that we sell to CPs and the same product, or similar network access, that we provide to BT downstream businesses. The aim is to provide sufficient information for customers to understand any differences between internal and external arrangements, where they exist.
Under TSR, Ofcom recognised that Equivalence of Input should not be applied to Carrier Pre-Select (CPS). BT, however, is required to provide improved transparency of its CPS product and to identify performance differences. Although BT’s downstream businesses do not deploy CPS services, BT is producing a Reference Offer relating to Narrowband SMP Services and BT’s internal arrangements for Network Access.
BT believes it has made substantial progress on CPS replicability and will continue to work with the industry to identify and resolve any residual issues.
