WLR RFS Update

One of the key Undertakings is BT's commitment to use equivalent inputs for its PSTN service from the RFS date. The input product BT has chosen to use for this is the third generation Wholesale Line Rental product ("WLR3") offered to the industry by Openreach. This section gives a quick update on where we are with meeting that commitment.

The systems and processes are now in place and six Communications Providers (CPs) are now using WLR3 to serve some of their customers. BT Retail is the first communications provider to start using WLR3 at volume. This has been achieved through a massive change programme, involving changing the systems and ways that thousands of people work.

We believe that from 1st July we served all new consumer and business customers using the equivalent systems and processes of WLR3 . We had already been serving some new users prior to that date, and had started to migrate some existing PSTN customers. From mid July we had recourse to fallback systems to process some but not all new consumer end users to sustain customer service but recommenced serving all new end users using EOI systems on 1 August. We voluntarily continued with a 25p goodwill payment for each WLR analogue line rented by Communication Providers for the month of July. The EAB will continue to monitor the situation on an ongoing basis as well as completing its usual validation process.
