Next Generation Networks (NGN) Update

On 7 March, Ofcom published "Next Generation Networks: Developing the regulatory framework". In addition to setting out Ofcom's view of future regulation, Ofcom announced the formation of the independent Next Generation Networks (NGN) industry group envisioned in Undertakings 11.12 - 11.14, to be called NGN UK. NGN UK will focus on the technical and commercial arrangements for NGN development.

Its initial priority will be to help companies develop an effective technical and commercial framework for interconnection between NGNs. Eight companies have already committed to NGN UK. These include: BT Group plc, Cable & Wireless, Easynet, Kingston Communications, NTL, Thus, Vodafone and Wanadoo UK.

Ofcom also states it does not plan to establish a formal adjudication scheme at this stage, as envisioned in Undertakings 11.15 - 11.17, but will revisit this issue if a substantial volume of minor operational disputes arise. The full text of the NGN Statement is available at www.ofcom.org.uk.
